I've had this happy a couple of times from two different computers/internet providers while I was on here. It pops up and asks to answer some questions about your satisfaction with the internet provider. It pulls the IP address and then talks about receiving up to a $70 credit towards the bill. I thought it was a fluke at first with my internet provider at home but now it's doing the exact same with a different provider.
