Seat belt issue, can't pull them out

Hoping someone in here knows a trick or something. I bought a pair of used 03 seat belts and when they arrived they are nearly fully retracted, and won't pull out. Is there a trick or something to get them to pull out? Like a release button or method? Thanks!

When you mount them they should pull out. Mine did this in my foxbody.

Experiment with the angle you are pulling at, it took a little while before I could get mine to work before they were mounted in the car.
