Should the pressure plate be flush/flat against flywheel before bolt pressure?

Posted this in driveline, but got no responses. I want to finish this install up after work today. Since there is more traffic in this section hoping for a quicker responses. thank you.

Ok so i have the pressure plate and disc hanging on the new flywheel by the dowels on the flywheel. All bolts are in, but not tight. As it sits now the pressure plate is a little off the flywheel, if you push down on the PP it doesnt want to sit flush on the FW, but obviously if you tighten the bolts down it pulls it in to the flywheel. Is this normal? I dont want to bend, tweek anything.

It seems like the weights on the PP that are connected to peices of metal that look like they keep tention against the flywheel maybe?
