Stage 8 bolts?

Any tips on how to put these on the right way, wat goes on first and where?

The bolts go in and get torqued. The tabs then go on so that they prevent the bolt from rotating counterclockwise and then the E clip goes on to hold the tabs.

Is there only supposed to be 12 locking clips, and 12 C clips, cause thats all that came, and 3 of the locking clips are smaller. Is this right??
