how can i find out my production number for my 99 svt lightning?

I do still have the certificates available but currently I have no way to gather individual build data. I will need the owner to provide VIN, Build date, and sequence number. This can be difficult to collect since SVT started charging $45.00 for the certificate before offering the build info over the phone.
