TPMS Issues

I recently installed a pair of staggered niche targa wheels.

245/45r19 and 275/40R19 rear.

I paired the tire pressure sensors with the car successfully.

I have a low pressure warning and the TPMS light is on solid.

Tire pressure is fine.

The niche targa wheels have 2 valve stem holes. The TPMS sensors are installed in the inner holes ( towards engine ) vs outer. Would that matter ?

Anyone else had this problem ?

yes, they are stacked in front of the car. I backed the car out of the garage to pair them and again at the dealership.

I'm thinking more and more it might be a bad sensor. They read fine, but maybe one is not activating like it should when the car is moving.
