Transmission cooler blockage

Ok guys, in need of some sound advice. Got under new to me car yesterday and found a set of hose clamp pliers on one of the transmission cooler lines (drivers side). The way I look at it is the pump pulls from a sump so either up stream or down stream of the cooler it’s on the discharge side of the pump. Not really sure what kind of trouble shooting to do. Little worried the pump could have heated up if it’s a centrifugal pump. If it was positive displacement it would have burst hose unless it’s got it has an internal relief? Any ideas?

Well...that is just a little weird? My guess is someone left them there by mistake. What damage if any has been caused? How many miles were driven with the line clamped off? Who knows?
Any chance to speak to the previous owner and find out who worked on the transmission cooler and for what reason?
