This goes for any 'ring record attempt - who validates the cars are 100% stock (other than basic suspension adjustments, brake pads,fluids, etc) ? Scouts honor?

A good many, if not all, of the cars that run for record times on the 'ring are not stock. They have, at the minimum, a partial roll cage. In the case of Camaros, both the Z/28 and ZL1 had roll cages and seats removed. I believe Porsche and Nissan like to cheat on the tire selection.

And it does appear that this Viper has a full cage in it.

Correct, they both have a full cage.

It's not worth the driver's lives not to have one...
