Website Help - Building an Online Course

I need a little help from those of you who know how to build websites. I am trying to put together an interactive six (6) hour online course - complete with a multiple choice exam - to satisfy Ohio's new CCW education requirements. The problem is, I have no idea where to start in order to build something like this. I'm currently using GoDaddy for my website, but I know that can't do what I'm looking for. So, what should I be looking at? Would it be better to just pay someone to build the site?

How are you going to fulfill the 2 hour range requirement online?

The range portion will be in person. The online portion would cover only the classroom portion of the course (e.g., "this is how you store guns and ammo...").
