In a suit filed Monday, Sgt. Brandon Ruff did just that.

Ruff claims he was roughed up by seven officers from the 35th District when he attempted to anonymously turn in three handguns at the precinct. Ruff, who says he suffered two sprained wrists and two sprained shoulders in the fracas, filed suit in U.S. District Court in Philadelphia.

Ruff, an eight-year veteran assigned to the 16th precinct, said the acts of the 35th District officers “were committed willfully, wantonly, maliciously, intentionally, outrageously, deliberately and/or by conduct so egregious as to shock the conscience.”


The City of Philadelphia, he said in his civil suit, encourages and is deliberately indifferent to the abuse of police powers. Among other accusations, Ruff claims the city tolerates officers who misrepresent facts in order to establish probable cause, and allows officers to have persons falsely arrested or maliciously prosecuted. He also asserts the city permits the continued employment of officers who are psychologically or emotionally unfit to serve.

Ruff is currently under investigation by Internal Affairs in connection with the incident.

Guess Philly PD isnt too keen on grooming standards? You think the stud comes out during work hours or that he 'keeps it real' in uniform?

firstly, Philly is a hole plane and simple smh. pretty much all departments have a policy against having a beard, my department allows only a mustache (lol 70's porno style) my nephew is a Pennsylvania State Trooper and they cannot have any facial hair while in uniform

In 3rd world shit holes, yes, its allowed and even encouraged. In professional organizations, its generally against a grooming standard. Part of a squared away PD's profesionalism comes from its appearance - neat, proper uniform, physical fitness, and squared away grooming. When you let guys work with beards and earrings, you are telling the world that you have eschewed discipline and pride in favor of PC tolerance.

Now mind you, as I type this, I am sporting a full beard that hasnt been shaved in 4-5 months, and I DO work a suit and tie job, so I am a bit of a hypcorite. But things change when you wear a uniform and personally, thats where I draw the line.

As long as the tattoos are covered in uniform, a lot of departments will let tattoos slide.

So I wonder if IA got involved after he started the suit.
