What tuners can tune for no cats but still pass OBDII inspection?

Like the title says, I'm looking to see what tuners out there have the ability to tune these cars with cat deletes, while still being able to pass the OBDII portion of inspection without out showing the O2 sensor system as "Not ready".

Is AED they only ones capable of this?
