When can I post Attachments??

I would love to post a pic of my car as a response on one of the threads, but at the bottom it says I MAY NOT post attachments. At what point can I?

you have to host the image, via imageshack.us, photobucket.com, etc... go there and find the link to the image... click the yellow box with mountains above the text area where you type and insert the link!
