Just as the question says? Will it or will it not? I know the upper will but am un sure about the lower.

Yes they will Fit. I painted mine black and put the wheel molding on them

They absolutely DID NOT fit on my 99...

Jesse? They will fit or they didn't fit? I know the fogs from the 01-04 don't fit, but i want the grill.
