i just bought some lunar guages from a guy with a 99 cobra he want to sell me his pillar will the 99 pillar fit my 03

Well it depends when your car was made.

The later production 03's going into 04, Ford changed the pillar shape a little. So depending on your build date you might be able to use it!

If you have a 2003 coupe (Mach 1, second-run or newer Cobra, etc.), you may require the 2004 style due to a mid-year pillar change from Ford. A triangular shape pillar was added to the mustang, and matches the 2004 pillar on our site.

Yes it will fit, but if it's black your car has charcoal, it should stilll look fine.
Your pillar comes more to a point than the 99-02. I've got a 01 pillar in my vert and you can't really notice the pillars are different.
