Windshield Wipers don't work

The car is a 99 v6 mustang, so everything is the same as our Terminators.

Alright I usually don't have this kind of trouble diagnosing problems, But this one has me stumped.:shrug: And yes ,I have searched and searched.:read: Problem- wipers wont turn on, but the windshield squirter will work. I have replaced the multifunction switch on the steering column, and the wiper motor with new Ford oem parts. I swapped out the GEM module, and relays with the ones that are in my 03 Cobra. The fuses are good in the engine compartment, and driverside fuse box.. I'm stumped. I got my testlight out and I get power to two of the wire that connect to the wiper motor but the other ones are dead. HELP!!!!

got ground? pin 3 at the motor, black wire should be a ground

the white wire is high speed, dark blue/orange is low speed, they go to the wiper hi/lo relay. if you have power out there i would load test those circuits, with a sealed beam headlight or something that draws a few amps. pwr and gnd that motor should run, if it dont it's bad. try giving it a little love tap to see if the brushes are stuck
