Unfortunately I "purchased" parts/labor a couple days before this thread started. Recovering my money wasn't an option at that point and it became more and more obvious what a scumbag heis.

Is there a reason no one has moved on to small claims court or anything with him?

The rules for MA seem to support the plantiff and a meaningfull judgement. He might not be able to pay you back but will have to serve jail time.

"If you win, the defendant will be ordered to pay the judgment if he or she is financially able to do so. If the defendant is able to pay and does not do so, he or she may be held in contempt of court and imprisoned or assessed additional costs.
