David the eliminator tube is the plastic tube between the filter and the throttle body. It replaces the factory oval canister that is somewhat restrictive.

The car came from ga. I am the second owner. When I purchased the car it had 2200 miles.

According to Carfax, your friend's car was exported to the Netherlands back in March of this year.
