4 valve change over

I have a 1999 L. Running a Whipple W210AX at boost of 20 and above. Not a street truck.
W/ full built short block. Which would be the best way to go. (Not money wise, just highest potential HP)

1- change to Trick Flow heads with stage 3 porting?
2- change to Navigator 4 valve heads and have them ported?

Gt500 top end would be great, but he'd be stepping down in power OR buying another blower. "Easiest" route is heads, but the highest potential is ditch the blower altogether, gt500 heads with a turbo or two.

OK, GT500 heads it is. I have time to look.

Undecided on blower or turbo.
