I've tested brembo brand rotors, stop tech, and Motorcraft all fit fine
Mustang 5L5, is that the 13" rotor you're measuring? I would have expected more surface area.
For what its worth, here is what Brembo states the min/max pad location to rotor should be. Also including a link to the catalog.

That’s correct. Zinc coated steel inserts. Also includes new 5mm longer caliper bolts as my inserts have extra thickness on the back for some additional thread engagement. Only thing required like you said was the minimal grinding that can be done with a dremel or die grinder/carbide.
