CA Smog questions - 04 Cobra

So Whipple’s CARB EO #D-231-30 states that the EO includes “ the supercharger, intake manifold, 160 degree thermostat, bypass valve, new air cleaner, fuel pump, mass air flow sensor, reflashed ECU, and a set of high flow injectors”.

Under the list of 50 or so models, the 2003/4 cobra mustang 4.6 is listed.

This EO letter with a CARB sticker will not suffice for a Ref?

I see ambiguity if you change the fuel rails and lines, throttle body, pulleys, but what am I missing?

the million dollar question! i'd love to know this definitively as well

Well this is what Whipple’s response today was:


“Thanks for reaching out!

EOs sometimes cover more than one vehicle application so it can be a little confusing. The Cobra must have all emissions equipment intact and all emissions monitors set to pass CARB. Additionally, the crank pulley cannot be larger than 7.5” and the supercharger pulley cannot be smaller than 3.5”.

Are injectors/maf/air intake considered emissions equipment?

The crazy thing about that E.O. number is it lists the 2.3 for us lowly 96-04 2v guys but as far as I know whipple never made a kit for those cars specifically.

I wonder if I could get a tork tech kit, mount the 2.3 and get it through smog? I would ditch my 2.1 in a heart beat for a whipple!
