Can you identify this weird wire?

So I'm in the process of doing a 96 to 98 Dash and ECU wire harness swap. I found this on my floor and I have no idea where it goes what it is what it does. Doesn't even look like it's able to plug into anything at either end has Ford part number E5DB 14489 AA can you identify this harness?

Looks familiar. Wonder is has anything to do with the radio and the CD player (mach 460).....
