canister behind drivers side rear wheel purpose

I dropped my fuel tank a few minutes ago and noticed one of the black hoses off the fuel tank wasnt plugged into the canister that sits behind the rear wheel on the drivers side. I installed a PPRV delete awhile back and guess I forgot to hook it back up. Every since then I've to crank on the car a few times (usually 3 or 4 times, kinda embarresing really, before I can get it to fire up. I was told this was because the valve I deleted was allowing the fuel to run back into tank while the car sat for a few days. Could this hose that wasnt connected also be causing my start up issues? What exactly does the canister do? I believe its called the (EECS)

Charcoal canister meant to filter gas fumes.. got rid of mine years ago

The PPRV delete is the reason for the start up issue, Turn the key on and off 3 times before trying to start it up and that should fix you issue.

After I decided to do a PPRV delete on mine.....I put it back in. Just wasn't worth the hassle v/s the benefit of the delete. It was a waste of time and effort.
