Trust me, there is more to "he was reaching for his wallet innocently". Wait for the facts. Everyone is entitled to presumption of innocence.

I would respond to that with a "so"?

I could get a CCW from a county in Northern California and the local cops here in Los Angeles would also say I never asked them for one.

Did he or did he not have a CCW issued by the STATE where he lives? That is the only response we should be hearing.

No CCW = illegal carry.

CCW from the anywhere in the state = legal carry.

Not justifying anyone's actions....

In Texas your car is an extension of your house, no permit required to carry in your car. Just saying.
