Not without more information. They would knock and look through windows and and call out, but certainly not take the door based on the phone call.

The way i read it was information was given was an emergency with a legit reasoning behind it.

like he told his friend that he was going to commit suicide and hung up.

I dont know much about these things, if LEOs say foor would be fine, then it most likely is the truth.

in my experience....simply going to the house would not warrant entering by breaking.
upon going to the residence, if something there gave reasonable suspicion such as a vigorous bad smell...broke in door or window...yeh...that would warrant entry.

simply kicking in a door on someones word would not end well.
