I definitely second the first gen CTS V if you up your budget a bit.

At that point he might as well look at first gen 300 SRT8's, they're bigger and faster that the first gen CTS-V and GTO. Plus you have 5 years of 3 different model cars to pick parts off of if something breaks since they share the platform(300/Charger/Challenger).
