I really dont think there is anything being covered up, I just believe they have taken notice to how the media and people reacted to Katrina and are curtailing this to make the restoration process go smoother. 49 Oil rigs are currently offline, but with 3000+ in the Gulf I don't see this being a problem. There are significant spills and the buoys for thr ship channels are washed out to sea so ships are backed up like hell.
