How do you measure an upper pulley?

Do you measure the O.D. or the pitch diameter to get the size of the pulley?

I'm pretty sure it's the top of the pulley groove to the bottom of the pulleys groove. Not the actual outer part of the pulley.

You measure the diameter where the belt surface actually rides. So thats the top of the grooves where the belt rides. This is the part that matters because its the part that actually effects blower RPM.
