Would using studs be a better way to mount the I/C to the blower? Red loctite to hold the stud in the blower, and blue to hold the nut on?

It really doesn't matter.
Stock set up works fine especially since the IC is RVT'd.
Loctite the bolts and you are good.

Seems like the studs would be over complicating the setup. As Senkak says the RTV silicon bonds that intercooler to the blower really tight already. The bolts don't need to be very tight at all. Just a dab of red locktite on them to make sure they never back out and end up inside the motor. I use grade 8 bolts if I can not because they need to go down tight or take much force but because when removing them and breaking the red locktite you don't want to snap them off. They're super tiny. Also some heat when removing them does some wonders.

I would stick with bolts which will engage many more threads then a nut will making the Loctite more effective.
