Led Sequential Taillights Won’t Blink Correctly

I installed sequential LED taillights in my 03 Cobra. The units are supposed to be plug and play with resistors already installed in light assembly. The lights will blink correctly without headlights/taillights turned on, but blink erratically with lights turned on. Voltage appears to be fine. Any suggestions with this issue? Thanks
