Just discovered this tear in the seal, is this bad? No leak in brake fluid or loss of braking prior to discovery. . .

New brake seals are standard in a caliper rebuild kit. Rock Auto has them. Also a good opportunity to paint the calipers. The G2 stuff works pretty good. I actually prefer the gloss of the paint over power coated. Just use lots of coats.
