Look at the signs, and notice the discrepancies.. Now tell me, would the city be able to legally ticket/tow vehicles with the way the signage reads?

It looks like the no standing sign is there to keep people from sitting in their cars during peak time waiting on someone from taking up parking spaces for people that are going into the business. The two times on the 1hr parking sign are a bit confusing, but the no parking sign is pretty self explanatory.

Looks like a person could be ticketed for standing during those times, but not if they park and leave their vehicle.

Exactly. A parked car is not standing. A standing car is occupied and waiting. The bottom sign is alternate side parking to allow for the street sweeper.
