In MA you are actually allowed to have 1 sensor read "not ready". But you have 2 bad readings there.

Step 2: Run MIL eliminators or drill out spark plug non foulers and use them as spacers.
I have passed OBD emissions in IL using both methods and having no cats.

Non foulers always worked for me. Rear O2s were turned on, no cats, no CEL. This was on an 01 GT. I’m sure the computer in the 05+ cars is more sophisticated and that may not work. I would put the stock pipes back on, test, and take them off. Part of the game and hobby we “enjoy”.

Removal of the catalyst is illegal. How the individual states choose to enforce it is all over the map and they change all the time, just never for the better from our perspective. No one seems to care in my state, not yet anyway. My 2012 would be taboo and the reason the cats in my 2021 are staying put.
I have the factory catted H pipe that came with the car. I will likely throw it back on..
