Saltwater surf & pier fishing, rod/reel suggestions?

So I got my local shoreline/off-road permit. Certain areas can only be accessed if you have a road/reel (and at night if you are actively fishing), so I figure I'd get a fairly cheap rod/reel to use.

It'll be saltwater, mostly from the shoreline, but sometimes off a pier. I'd like to stay under $100.

Suggestions for a rod/reel?...

Spinning reel and a long surf style rod. Buy used. Replace all the line on the reel.

Abu garcia cardinal bruiser spinning combo. They come in different lengths but for a surf rod you'll want to go with a 9ft rod imop, never used anything shorter from a shore so I'm a little biased.
