they uncovered a bunch of that crap when building the new stadium here, I don't think there were a whole lot of consequences though. For example a local plumber owned by a female minority would bid on the job (x% required to go to local small, minority businesses etc...) then said plumber "subcontracted" giant national plumbing company to fulfill the contract

Or being the low bidder they get the job and find out they are in waaay over their heads and being MWBE don’t get replaced and or supplemented and crash the schedule.

I have to keep it vague due to the project is ongoing but we have a project with a company that had to bid out to minority/woman owned businesses.

The cost with one of the contracts we have worked with would of been under 150k for site work.
The cost with the "lowest priced" bidder that met (M/W) qualifications was 100k more.

Biggest markups was mobilization and "management"
