strap on hood insulation

where does the silver strap that is attched to the underhood insulation attach at? i just bought new insulation for under my hood and cant figure out where it attaches at?

There should be a hole where you have to put the bolt into right in front of the firewall if i remember correctly. I removed mine long long ago. LOL
