Downloaded Tapatalk to my iPhone tonight. Only app that required three confirmations: one for age, and two to confirm my account. Then, it couldn't connect to any network (although I could Safari to this site). Any ideas what's happening?

Try turning off your iPhone then back on.

Where are you trying to download it from, and for what device? For iPhone, it's 2.99. Not sure what the price for Android is, but I'm assuming the same, and I believe it's free for BB/Nokia/etc.

Sleep/unlock button and Home Pressed till the screen blanks out and a silver apple appears?
