Trying to install MM oil filter relocation kit (OC-9)

So, a friend and I attempted to install this kit and it just ended in frustration! I had the holes for the bracket marked and punched. Put the drill bit to the mark, and started drilling. That bumper steel is TOUGH! Tried every bit i have, black oxide, titanium, and cobalt. Tried carbide tipped (but for masonry and unsharpened) and nothing, it just makes a shiny mark.

How have you guys managed to drill the holes?

I used a step bit from Harbor Freight. I think it's carbide coated. It took a little effort and I used WD40 to keep it cool and lubed.

I did it with the support on the car. I pulled the front wheel and the liner and went to work.

Possibly stupid question but are you starting with a smaller bit and working up? Can't always just start with the proper size bit
