Are any of the fuses in the interior fuse box unswitched such that they are ALWAYS powered, even when the keys are out of the car and even when the starter is cranking?

Yes but the fastest easiest way to find it is to take a test light and and just start touching ends till it lights up.
Very easy to make if you don't already have one.
I did sort of the same thing except I was looking for one that dimmed when I turned the dimmer and went out when the light were out.(gauge install)
