and to your initial question, no. All of the fault lies with the numbnuts who shot first. Whatever punishment or consequence is determined will be solely on him. Unfortunately, once he verbalized the “threat“ to his partner (her), she does not commit wrong doing….

I did read where suspect's sister said he had a suppressor and another weapon and they were hunting for it. During the interview after the shooting, the officer thought the sound he heard was a suppressed weapon being fired.

Regardless, holy crap, that's crazy. We should probably outlaw acorns.
