Supposed to rain throughout the day and keeping the mugginess low, thank God.

I'm a little lost. Mugginess = high humidity. Rain = 100% humidity.

I'm guessing you're defining mugginess as high humidity + heat and the rain will cool the temps briefly? We all know how muggy it gets after rain so... ?

100% humidity is fog, not rain.
I think I get what you're saying, but you can have 100% humidity without fog. I've never seen rain lower the humidity. There's two ways to increase the humidity of an air parcel: increase the moisture content or decrease the temperature... rain does both
