The key is to blend in, not stand out.

Big city = taxi.

Anywhere else, I'd buy a retired P71 Crown Vic for cheap. I'd paint it whatever color the local undercovers use, make sure all the lights and whatnot are still working in case you need them, and dark tint on the windows. I'd swap a Terminator motor in it with basic mods and a bottle in case they figure me out and a pursuit breaks out.
