What you've just typed is a pet peeve of mine. People expect the same sentence, treatment, etc.., for individuals regardless of location and unless the same judge, police officers, jurors, etc.., were involved.....
Maybe talk to a few detectives, get a CJ education.
The retired and current detectives that taught some of the courses stated numerous times that taking suspects to eat, to smoke, is tactics used by them. It depended on how the suspect acted, whether they believed it would help.
Not some tactic to get people looking for an excuse to pull the race card.
