OP while I dont agree or disagree with the officer just make sure next time you put your mount on the window. If it wont stick then I guess oh well. That way there can be no grey area.
Now the funny thing is everytime I see a police officer here they are all driving and on the phone.

I did a quick search and did not find any cases that addressed if a GPS falls within the definition of a "Portable electronic Device".
