if a friend has a chip burned to his mods and he sells the car and you get all the mods from his car, can you use his chip??? He has a first run cobra and I have a second run that is the only difference. So, can I use his chip on my car???

Hey guys I am trying to get to the bottom of why my car performed so bad on the dyno. All I can think of is my chip, or belt slippage. I have the normal dusting around the inside of my pulley but how can I be sure my belt is or is not slipping for sure??? Thanks for any help you can give me.
